The Opportunity

James Gray Recruitment is working in partnership with a leading Tier 1 contractor to recruit an experienced Senior Pre-Construction Manager to join their team in North Lanarkshire.

This is an excellent opportunity for a senior construction professional with a strong civil engineering and infrastructure background to take a leading role in the development, planning and procurement of major projects.

The successful candidate will play a pivotal role in driving pre-construction strategy, managing complex tender processes and coordinating multidisciplinary teams to develop competitive, technically robust and commercially viable project proposals.

Working closely with senior management, estimating, commercial, engineering and operational teams, you will help shape projects from initial opportunity through to contract award, ensuring a clear strategy for successful delivery.

Key Responsibilities

• Lead and manage the pre-construction process from initial tender enquiry and bid/no-bid assessment through to tender submission and contract award.

• Develop and implement effective bid strategies to maximise opportunities and support business growth.

• Coordinate tender submissions, ensuring proposals are commercially competitive, technically compliant and aligned with client requirements.

• Work closely with estimating and commercial teams to develop cost plans, pricing strategies, value engineering proposals and risk allowances.

• Oversee the development of construction methodologies, engineering solutions, project programmes and delivery strategies.

• Identify and manage technical, commercial, contractual, environmental and programme risks throughout the pre-construction phase.

• Lead engagement with subcontractors, suppliers, consultants and the wider supply chain to support procurement and tendering activities.

• Build and maintain strong relationships with clients, consultants and key stakeholders.

• Lead and coordinate multidisciplinary teams to ensure effective collaboration and high-quality tender delivery.

• Identify opportunities for innovation, value engineering and improved project efficiencies.

• Support client presentations, tender interviews, negotiations and the development of long-term client relationships.

• Ensure a comprehensive handover to operational teams, including tender assumptions, programmes, risks, costs and delivery methodologies.

• Contribute to continuous improvement across pre-construction processes, bid performance and business development.

Candidate Requirements

To be considered for this opportunity, candidates should demonstrate:

• Significant experience in pre-construction, tender management, bid management or a similar senior construction role.

• A strong civil engineering background, ideally within major infrastructure or complex civil engineering projects.

• Previous experience working for a Tier 1 contractor or a comparable large-scale construction organisation.

• A proven track record of managing complex tenders and coordinating multidisciplinary teams.

• Strong technical knowledge of construction methodologies, engineering solutions, programming and project delivery.

• Excellent commercial awareness, including cost management, risk assessment and value engineering.

• Strong leadership, communication and stakeholder management skills.

• The ability to manage competing priorities and deliver high-quality tender submissions to demanding deadlines.

• A relevant qualification in Civil Engineering, Construction Management or a related discipline is desirable.
